Pretty much every website which does "Free" hosting sucks as they normally fill your site with ads and banners.
Paid hosting is much better. I used to be on hosting which cost about $15 a month and it was pretty good.

They can't stop all of them. Especially if the spammer is using hotmail, yahoo or gmail email addresses. I can't ban them because many of our normal members use them :).
