Yes, that's the Psychicer Dressphere (yes, that word looks incorrect in English). I don't know much more about it though, though there is another 'Festival Goer' Dressphere in Last Mission.

I can't help you with your second question.

yea Smith,the Psychicer dressphere along with the festival goer dressphere,are only accquired in the FFX-2 international version,which unfortunatly can only be found in Japan... but theres some pics of the Psychicer DS if any one wants to see them;)

The only version of the game in which these two Dresspheres exist in in the last one, which was japanese. Sorry dude :(
