Custom titles are a separate thing as far as I know and its up to the site admin to decide if he wants to allow members to have them. You'd need to ask Shaggy about that

We want to jazz up the rank titles to make it more interesting and give people more ranks than the standard vb3 trio. The new titles will be more fun than just boring old "member", "senior member" ect
