By the end of the game his "strongest moves" (I assume you mean his Trance moves) aren't really that good anymore, you can do 9999 damage with a buffed up Thievery for a far lower cost of MP and at any time in battle. Quina and Freya can get always-9999-damage moves too with a little work..
