There's no one element which goes into making a game great. You have to have a balance of solid gameplay with decent graphics (for the time period) in order to be even considered in the polls.
Graphics/gameplay = a pretty, but boring game gameplay/graphics = interesting, fun to play game, but really has no replay value bad gameplay and graphics = a pretty boring game
