Thing is, in FFVIII a simple way to make the game more challening is to aviod leveling up as much as possible/as you want. Even though the enemies won't level up either, I think you'll find the game...

I would never snicker about that. I respect FFVIII very much. I defenitly think it's amoung the best FFs. I'll elaborate later when I'm not in a hurry.
