I can answer that, the Keyblade responds only to it's master's will, Terra's will stayed with the Armor, that's why the armor is using it in KHII: FM, if Terra's will remained in his body when Xehanort took over, Xehanort would've been shoved out, so he has no hope in using the Keyblade, period.
