As you progress through the storyline - and after you pass the Pharos - it changes. For example: It WILL NOT rain until you progress and get to the point where your mission is to go south of the Giza plaines to Golmore Villiage (after the key events that net you the Dawn Shard.) After that, it will not stop raining till you get to a later point in the story.
Finally, at a late point in the game, it will rain/not rain depending on how long you play and side quests that you do (I think.)
