In all the FF games i havent seen a villan more cruel than Kefka he went from normal evil villan to world dominator i dont think any other villan has done that....but wats your opnion?

Sephiroth had mommy issues.

Plus, Sephiroth tried to become a god and failed. Kefka actually did become a god.
