Yes, that's the Psychicer Dressphere (yes, that word looks incorrect in English). I don't know much more about it though, though there is another 'Festival Goer' Dressphere in Last Mission.

yea Smith,the Psychicer dressphere along with the festival goer dressphere,are only accquired in the FFX-2 international version,which unfortunatly can only be found in Japan... but theres some pics of the Psychicer DS if any one wants to see them
