when i try to go to the head quarters it says this "Your usergroup does not have permission to access the RPG"

It's probably because you haven't posted 10 times. I think that's the minimum number of posts you need to have posted to access the RPG.

Well, it says how many posts you have on the left side of every post you make, as well as on your profile. At the time of this post, you have 10 posts, so you're in good shape.
